Weymouth's email transmissions to Borromeo capture the Callan reporting cadence: 2/12/2025 1:23 PM transmission of the 4Q2024 Executive Summaries plus Board Reports plus Staff Reports for both APERS and AJRS (Email 75 to Borromeo, cc John P. Jackson and Jack Malone, CFA); 5/23/2025 1:41 PM transmission of the 1Q2025 APERS Materials (Email 51 to Borromeo). The 4Q2024 transmission totals 478 pages of analytical material across the six attached PDFs; the 1Q2025 transmission totals 360 pages.
Weymouth's email tone with Borromeo is casually friendly: "I will be solo for the March meetings. Let me know if you want to get together for lunch or dinner. Also, I think I'm finally back in shape enough to attend a workout class so let me know if you are accepting visitors on Tuesday night." (Email 75, 2/12/2025). The personal connection between consultant and client is documented but is not separately material to the Israel Bonds investigation.
The Callan reports prepared by Weymouth and Jackson contain ZERO Israel Bonds analysis across the entire 4Q2024 and 1Q2025 reporting cycles. Israel appears only as country-attribution data in the international equity portfolio analysis (Mellon ACWI ex US Fund, Baillie Gifford Overseas, Lazard Asset Management, Acadian ACW ex US SmallCap, Franklin Templeton Intl SmallCap). Eleven Israel hits across 478 pages of 4Q2024 reports, all in MSCI ACWI ex-US country-allocation tables. The IFSC packet's empty-Israel-Bonds-attachment is therefore not a packet-specific oversight but a feature of the entire Callan-APERS analytical relationship: Callan does not produce Israel sovereign credit analysis or Israel Bonds investment recommendations for APERS at all.
