Wall is the SFOF policy operations lead in the materials. He coordinates the multi-state sign-on letter operation that runs from SFOF, drafting policy letters, circulating them on tight deadlines (typically 24 to 72 hours), and collecting state financial officer signatures. In the materials Wall sends letters from his SFOF Action address (
[email protected]) when the letter is being sent on behalf of the 501(c)(4) and from his SFOF address (
[email protected]) when from the 501(c)(3). The functional substance is similar; the legal entity differs based on the addressee and content type.

- 10/11/2024: China Divestment Letter for signature (sent from

The National Debt letter was originally addressed to Indiana Comptroller Elise Nieshalla per the captured To: line, indicating Wall used a single template addressed to one official as a stand-in while seeking broader signatures.
## Departure from SFOF and founding of State Leadership
The R2 Milligan production captures Wall's 12/19/2024 departure announcement from SFOF (Departing SFOF.pdf). Wall notified Oleka and the SFOF board in early November 2024 that he was leaving "to found a new organization which will be doing work in states across the country focused on economic leadership and regulatory reform in state government." His new email at the new organization:
[email protected]. Mobile remained 443-676-8721. Wall closed: "I am working with OJ to formalize a partnership to support the outstanding work being done with the public fiduciary network."
Wall is therefore the second documented SFOF principal to depart and found a parallel organization in this period. Derek Kreifels (former CEO and co-founder of SFOF) launched Prospr Aligned on 1/7/2025 as a for-profit consulting firm. Wall founded "State Leadership" (presumably at
[email protected]) targeting "economic leadership and regulatory reform in state government" with an active SFOF partnership. The combined departures mean SFOF's two most senior policy leaders moved to alumni organizations within a six-week window (Wall departing end of 2024; Kreifels launching new firm 1/7/2025) while continuing to "partner" with SFOF. Adam Schwend assumed the SFOF Policy Zoom organizing role from June 2025 onward, suggesting he succeeded Wall in some operational capacity within SFOF as Director of Public Policy.
## Wall sharing SFOF PROJECT_PROPOSAL with Milligan via Dropbox
A separate Wall communication captured in the R2 Milligan production is a Dropbox sharing notification from 11/13/2024 ("Noah
[email protected] (via Dropbox)") inviting Milligan to view a file titled "SFOF PROJECT_PROPOSAL.paper" stored on Dropbox. The substantive content of the project proposal is not in the FOIA production; only the Dropbox sharing notification is captured. The shared document may contain SFOF strategic planning content relevant to the period of the Israel Bonds adoption. This is a priority follow-up FOIA target.
The R2 Milligan chunk 4 ingest captures the 11/18/2024 9:20 AM automated Dropbox reminder for the same share (Reminder Noah
[email protected] shared SFOF PROJECT_PROPOSAL.pdf). The reminder cross-confirms the original 11/13 share and adds two details: the sharer's email is listed as "
[email protected] (
[email protected])," documenting that Wall used a personal-style outlook.com email address for at least this Dropbox share, and the automated five-day reminder cycle indicates Milligan had not yet accessed the shared file at the 11/18 reminder point.
The Peterson custodian production ([[auditor-foia-r2-stacy-peterson]]) adds that Wall also shared the same SFOF PROJECT_PROPOSAL.paper with Stacy Peterson on 11/13/2024 1:28 PM, with the Dropbox notification listing the sharer's email as "
[email protected]" — a different personal-style address from the outlook.com variant in the Milligan reminder. Either Wall used multiple personal-style email addresses on Dropbox during this period, or the Dropbox display reformatting varied between the original 11/13 notification (Peterson's "hotmail.com") and the 11/18 reminder (Milligan's "outlook.com"). The substantive consequence is the same: Wall distributed an SFOF strategic-planning Dropbox file to multiple Auditor's-office recipients (Milligan and Peterson) in mid-November 2024, and the document itself remains held in Dropbox (priority follow-up FOIA target).
