# Olan Reeves
Interim General Counsel at the Arkansas Treasurer's office in late 2024. Email

> Arkansas Treasurer's Office
The Treasurer's-office legal officer who handled the documented Israel Bonds FOIA requests in this batch. Whether Reeves remained in role beyond December 2024 is not documented in this batch (no Reeves emails dated 2025 appear). The "Interim" qualifier indicates Reeves's role was provisional.
## The 12/12/2024 Lenow FOIA handling
Jennifer Lenow filed a Treasury FOIA on 12/12/2024 specifically seeking Israel Bonds documentation. Reeves's 12/12/2024 8:30 AM response (cc Eric Munson, Heather McKim):
> Please find attached the information requested. If you have any questions, please let me know.
The initial transmission included a Clearwater Analytics holdings report dated 10/7/2024. Lenow's 9:29 AM follow-up identified bond CUSIP A46514TMV7 maturing 02/01/2024 (a Milligan-era 5-year position purchased ca. 2019, outside the wiki's documented Treasury holdings table) and requested:
> Question: Was the Israel Internal Credit overview from 10-08-24 presented to the State Board of Finance? If it was presented at a particular meeting, I would love to have the minutes of that meeting and a recording of that meeting if it's available.
>
> Additional materials:
> A record of Israel holdings (similar to the one you provided from 10/7/24) as of January 2023. I am interested in the coupon rate of the $5 million bond that matured on 02/01/2024 and the base market value at the time it matured. The identifier for that bond, based on the information you provided from Clearwater Analytics, appears to be A46514TMV7.
> A video recording of the State Board of Finance meeting held on October 25, 2023.
Reeves's 9:59 AM second transmission added a US Rate sheet April 15-30 2023 PDF and a YouTube link:
> Here is the link to the video. The rate sheet is attached as well.
>
> https://www.youtube.com/live/AI-Agy-MESU?si=vqKspl89GQGhvLZ
The YouTube link is presumably to the October 2023 SBOF meeting video Lenow requested. Lenow's 11:02 AM follow-up: "Thank. Which of these types of bonds is the bond that matured on 2/01/24? I don't see that maturity date listed for any of the bonds in the attached rate sheet. I assume it was purchased before April 2023 and therefore has different terms than those listed in the attached document."
Reeves's 12/13/2024 9:22 AM third response was generic and stonewalling:
> We do not have any other documents that could respond to your latest request for explanations.
The exchange documents Reeves's FOIA-handling pattern: respond to initial request with materials in hand; respond to second iteration with additional materials; stonewall the third iteration on the grounds that further engagement constitutes "explanations" rather than document-disclosure. The substantive Lenow question that went unanswered ("Was the Israel Internal Credit overview from 10-08-24 presented to the State Board of Finance?") is therefore a documented unresolved FOIA question at Treasury as of 12/13/2024.
The wiki's documentation of FOIA-stonewalling patterns at Arkansas state pension systems is now extended to the Treasurer's office. APERS General Counsel Laura Gilson's parallel FOIA pattern (initial McBurney denial, scope-limited substantive response, declaration that "APERS does not have any other... documents" later contradicted by Borromeo's parallel disclosure to Gilson) shows a similar pattern at APERS. Reeves's 12/13 generic stonewall is the Treasury-side analog.
## Role characterization
Reeves's role is documented narrowly: FOIA correspondence handling. No substantive legal review of Israel Bonds purchase merits, no Treasury investment-policy interpretation work, no fiduciary-duty assessment appears in this batch under Reeves's name. Kilgore handled the SBOF custodian-policy review in April 2025 (a function general counsel might typically handle), and no Reeves involvement in the April 2025 Thurston purchase order placement is documented.
Whether Reeves's "Interim" designation was succeeded by a permanent General Counsel by April 2025 is not knowable from this batch. The 2025 Thurston-era correspondence does not show Reeves on any distribution.
