Fowler is the third state-level General Counsel position documented in the wiki, counterpart to Olan Reeves at the Treasurer's office (Interim General Counsel through Dec 2024 per [[treasury-foia-r1-7-7-25]]) and to Laura Gilson at APERS (General Counsel per [[apers-foia-r1-7-7-25]]).
Fowler's role at the Auditor's office is formal legal authority over FOIA responses and other legal-counsel matters. Brady's 6/10/2025 12:54 PM `israel` email in Sent-Items to Fowler (with empty body and attachments `ISRAEL BONDS - 03.pdf` and `ISRAEL BONDS - 04.pdf`) documents the documentary chain of Auditor's-office FOIA-response preparation: Brady forwards the 10/23/2024 seed message PDFs to Fowler for FOIA review, the same R1-attachment naming convention documented at [[auditor-foia-r1-brady]]. The forward predates Dunlap's FOIA submission by 12 days; it is the Auditor's-office preparation for the ongoing post-vote FOIA pressure.
Fowler is not documented in any pre-vote Auditor's-office correspondence captured in the R1 or R2 productions. The wiki holds his start date at the office as before June 10, 2025 (date of Brady's `israel` email to him) and his documented role as continuous through the period the 3-3-26 production covers (through January 2026).
