# Wendy Spadoni Executive Assistant to the Auditor of State of Arkansas, Dennis Milligan. Office at 500 Woodlane, Suite 230, Little Rock, AR 72201. Phone 501.371.2133 (office) and 501.804.9184 (mobile). Email [email protected]. Cc'd on Brady's 10/23/2024 outreach to ATRS and APERS executive directors. The 6/18/25 FOIA response from ATRS includes a 29-file Spadoni custodian production cataloged at [[auditor-foia-r1-spadoni]]. Spadoni's documented role across the production is the operational scheduler and host for the Auditor's Israel Bonds outreach. She handled three distinct functions. ## Calendar coordination Spadoni was the scheduler who arranged the April 14-15, 2025 Capitol tour for Lawrence Berman and Brad Young. The 4/11/2025 1:52 PM email she sent Berman provides the consolidated schedule across eight separate meetings spanning two days. Each meeting was at the Auditor's Capitol office Room 230. The schedule documents Spadoni handling logistics across both pension systems (Fecher at APERS, White at ATRS), both legislative chambers' leadership (Speaker Evans, President Pro Tempore Hester), the State Treasurer (Thurston), two cabinet secretaries (Bassett at Labor/Licensing, Hudson at DFA), and a working lunch with the Auditor. The companion concept page [[auditor-multi-official-capitol-tour]] develops the schedule's significance. Spadoni also handled the November 2024 trip's outreach to officials, documented by the 10/24/2024 email to Erica Freeman in Governor Sarah Huckabee Sanders' scheduling office: "Dennis Milligan, Auditor of State, would like to request a 5-minute cameo with the Governor on November 5th to introduce a gentleman with Israel Bonds." The Governor's office declined. In the back-and-forth setting up the Speaker meeting, Spadoni coordinated with Robin Voss (Director of Operations / Executive Administrator to Speaker Evans) on 4/9/2025. Voss confirmed a 9:45 AM Monday slot in the Speaker's Suite 350 office, which was later consolidated into the Auditor's Room 230 schedule. ## Document production and formatting Spadoni handled the formal Milligan-signed correspondence. The April 11 cluster of meeting confirmations to White, Hudson, Thurston, Fecher, Bassett, and others all came from Milligan's signature line but with the same template language and identical Berman/Young DOCX bio attachments, suggesting Spadoni produced and sent them as a batch. Brady's 4/7/2025 email to Spadoni about the "Informal letter to Sen. Dotson and Rep. Warren on fancy stationary" confirms her role formatting and producing the formal signed Milligan correspondence from text Brady drafted. ## DCI relationship maintenance Spadoni was Berman's primary day-of-trip contact. The April 11 Berman reply on Spadoni's email closes "Have a great weekend, thanks again Wendy....and Jason, a million thanks my friend." On 4/15/2025 at 8:23 AM Berman forwarded the Israel Bonds Institutional Rate Sheet to Spadoni, less than two hours before the 10:00 AM White meeting. The 4/16/2025 follow-up exchange has Berman writing: "Thanks very much Wendy for all your efforts and kind hospitality. We had an extremely successful and fun trip thanks to all the efforts made by you, Jason and of course the Auditor. We are extremely lucky and grateful to have such good friends." Spadoni's reply: "I truly enjoyed our time together and getting to know you and Brad. If I can ever assist you in any way, please let me know. Stay safe!! Keep in touch." Brad Young separately wrote to Spadoni on 4/16: "I wanted to send a gentle reminder about the contact information for the folks we met with to send out some follow up thank you's." Spadoni provided the contact list (the May 16 xlsx attachment) listing 9 Arkansas officials with full contact information. ## Peterson custodian production additions The Peterson custodian production ([[auditor-foia-r2-stacy-peterson]]) adds two findings about Spadoni's role. First, **Spadoni formatted the 10/3/2024 Israel Solidarity Letter to Israeli Ambassador Michael Herzog on Auditor's formal letterhead**. Peterson's 10/2/2024 3:02 PM email to Spadoni: "Will you please put this on AM's formal letterhead? It still needs approval from Jason, but I figured we could get that part out of the way. I *think* this is the correct address: Embassy of Israel, 3514 International Dr NW, Washington, DC 20008." Spadoni produced the formal letterhead version that Peterson then attached to her 10/3 email to Sen. Rapert at the National Association of Christian Lawmakers. See [[october-2024-israel-solidarity-operation]]. Second, **Spadoni handled the post-event follow-up on Milligan's 4/24/2025 SFOF speech video retrieval**. The 4/30/2025 Peterson email to Adam Slayton ("Jason asked me to reach out to you to see about getting a copy of the video of Auditor Milligan's speech during last week's SFOF conference") was a delegation chain initiated by Brady. The prior 5/2-5/8-5/12 Spadoni-Slayton exchange on the same topic shows Spadoni pursuing the video directly with Slayton: "Were you able to obtain the video of the Auditor's speech at the Spring Conference?" Slayton finally delivered the link on 5/12, which Spadoni forwarded to Peterson, Brady, and Underwood on 5/13. Spadoni's role in SFOF speech retrieval was therefore parallel to Peterson's; both staff worked the issue with Slayton. ## R2 residual sub-batches additions The four residual sub-batches at [[auditor-foia-r2-residual]] add three findings about Spadoni's role. First, **Spadoni's spiral-planner pages document her scheduling work on both the November 5, 2024 Election Day Berman trip and the April 14-15, 2025 Capitol tour**. The undated planner page (likely from late October 2024) records the Election Day schedule with the visible green sticky note "Larry Berman / Jason / Amy Fetcher APERS / Nov. 5th 1:30-2:30 / Thomas / Mark White ARTRS / Nov. 5th 10-11:00" — cross-confirming Brady's 10/28/2024 iMessage to Kenneth Burleson with the same schedule. The 3/31/25 planner page records "Larry Berman Trip / 12th 14th or 15th" — Spadoni's two-week-in-advance scheduling work on the April Capitol tour, considering three candidate days. The planner pages document Spadoni's hands-on personal scheduling practice for DCI delegation visits, layered onto her email-channel scheduling work already documented above. Second, **Spadoni was the sending agent for Brady-drafted Milligan-voice formal correspondence going out through the "dm account" via text-message delegation**. The Brady-Spadoni iMessage thread (From Jason to Wendy.pdf) captures Brady's mid-May 2025 instruction: "Please send this email to she Senator from the dm account- edit away but keep it short please. Thank you / Sen Dotson / Just following up in hopes of securing maybe 15 minutes max with you on either Monday or Tuesday to introduce and quickly visit with representatives of Israel Bonds. ... DM". Brady's "DM" signature (Dennis Milligan) and the "dm account" instruction document Spadoni's role transmitting Brady-drafted, Milligan-signed legislative outreach through Milligan's account or personal AOL channel ([email protected]). The wiki's prior framing of Spadoni's document-production role (4/7/2025 Brady-drafted letter to Dotson/Warren on formal letterhead) is refined: Spadoni also transmitted the May follow-up via text-message channel, with Brady never appearing on the resulting email. Third, **Spadoni received the Brady forward of the 5/16/2025 Wickline NWA Democrat-Gazette APERS Israel Bonds story headline** via the same Brady-Spadoni iMessage thread. The forward was 5:57 AM Friday May 16, four minutes apart from Brady's parallel forward to Peterson. Documents Spadoni as part of Brady's immediate internal-distribution loop when Israel Bonds public reporting drops. ## What Spadoni did not do (per the documentary record) Spadoni does not appear in any documented capacity to evaluate the Israel Bonds investment substantively. Her role is logistics, hosting, document production, and relationship maintenance with DCI. She also does not appear to have been canvassed in connection with the second Lenow FOIA in early June 2025 (the 6/6/2025 Mark White board canvass went to "Board Members Group," which would not include the Auditor's executive assistant). The Spadoni production was apparently produced by the Auditor's office in response to the original ATRS R1 FOIA request rather than the Lenow second request. ## Evidence > "Below is your schedule for Monday and Tuesday: Monday, April 14, 2025 / 9:00 - 9:30 Amy Fecher, APERS / 9:45 - 10:15 Speaker Brian Evans and Rep. Bart Hester, President Pro Tempore / 10:00 - 10:30 Mark White, ARTRS / 11:30 - 12:00 Treasurer John Thurston / Lunch / 2:00 - 2:30 Secretary Jim Hudson, Department of Finance and Administration" > Wendy Spadoni to Lawrence Berman, April 11, 2025 - 4.pdf p.2, 4/11/2025 1:52 PM > "Dennis Milligan, Auditor of State, would like to request a 5-minute cameo with the Governor on November 5th to introduce a gentleman with Israel Bonds." > Wendy Spadoni to Erica Freeman, October 29, 2024.pdf p.1, 10/24/2024 2:30 PM > "Wendy Spadoni / Executive Assistant to the Auditor / Office of the Auditor of State - Dennis Milligan / Phone: 501.371.2133 (o); 501.804.9184 (m) / [email protected] / 500 Woodlane, Suite 230 / Little Rock, AR 72201" > Spadoni signature block, May 16, 2025.pdf p.2 > "I truly enjoyed our time together and getting to know you and Brad. Within 53 minutes Spadoni forwarded the request to TJ Fowler at 1:49 PM (`Fw Freedom of Information Act Request Records Pertaining to Israel Bonds`). The same-day Sunday turnaround on a major five-category FOIA submission documents Spadoni's role as the Auditor's-office FOIA routing agent. Fowler was on leave the week of 6/16-6/20/2025 and returned 6/23/2025 to handle the request. **The 10/23/2024 seed message in Spadoni's Calendar-Requests folder.** Spadoni retained Brady's 10/23/2024 seed message ("Israel bonds") in her Inbox/Calendar-Requests folder, alongside the December 26, 2024 Behling DCI Rothenberg briefing invitation. The seed message is now documented across four custodial vantages: Brady's R1 capture (ISRAEL BONDS - 03.pdf), the ATRS Staff Emails capture, the auditor@ shared-mailbox capture at [[auditor-foia-r2-residual]], and Spadoni's R3 capture. The Spadoni vantage establishes that the seed message reached Spadoni for calendar-coordination purposes from the original 10/23 send. **The 9/9/2025 APERS Q3 packet forward to Brady.** Spadoni forwarded the 9/5/2025 Fecher APERS Q3 packet distribution to Brady on 9/9/2025 8:07 AM (`FW APERS Board Meeting September 10` in Brady's Inbox). The full APERS Trustee + cc distribution list is preserved in the forwarded copy. Spadoni's role on APERS Board materials is documented as a routing agent between Fecher's distribution to Trustees and Brady's Auditor's-office processing for Milligan-designee Board attendance.
