## Scope
This wiki is a compiled analytical work built from Arkansas state-agency FOIA productions documenting Arkansas state-government purchases of Israel Bonds across six agencies: the Arkansas Teacher Retirement System (ATRS), the Arkansas Public Employees Retirement System (APERS), the Arkansas State Highway Employees Retirement System (ASHERS), the State Treasurer, the Auditor of State, and the Arkansas Securities Department. The license applies to the wiki's own analytical text and editorial structure. It does not apply, and could not apply, to the underlying public records that the wiki cites.

- Commercial repackaging of the synthesis or analytical structure without permission

## License for the code
Code in this repository — `publish.js`, `publish.css`, and any utility scripts — is licensed separately under the **MIT License**. The defamation-defense posture of the analytical work does not run through the code license; the code is meant to be borrowed by other investigative wikis built on the same platform.
## Treatment of underlying public records
The Arkansas state-agency FOIA productions, FINRA Web CRD records, SEC filings, and Arkansas Securities Department orders cited throughout this wiki are uncopyrightable public records of the producing agency. **No copyright claim is asserted by the author over those records.** Verbatim quotations from those records, rendered in `[!evidence]` callout blocks throughout the wiki, are reproduced as primary evidence under the fair-report privilege and applicable fair-use doctrine.
To verify any wiki claim against its underlying source, file the same FOIA request you would otherwise file — these are Arkansas public records and are produced on request.
## Editorial posture
The wiki demarcates three categories of statement, kept textually distinct:
**Fact.** Verbatim quotations from raw source records are presented in `[!evidence]` callout blocks with file path and page number. These are primary evidence; their accuracy is verifiable directly against the cited source.
**Synthesis.** Prose summary, cross-referencing, and pattern identification compiled across multiple sources. Synthesis is hedged with attribution language ("the documentary record shows," "the materials document," "is not knowable from this batch") and is anchored to the underlying verbatim evidence. Synthesis is the wiki's interpretive layer — the LLM-compiled artifact described on the [[methodology|Methodology]] page.
**Opinion.** Where the wiki characterizes a documentary pattern in evaluative terms (for example, "procedural asymmetry," "independent credit analysis gap," "Auditor's-office channel"), the characterization is offered as fair comment on a matter of public concern, grounded in the underlying evidence and addressed to readers as the wiki's analytical interpretation.
Every page maintains this demarcation. Every factual claim is traceable to a raw FOIA source within two hops. Opinion and synthesis are demarcated and identified as the author's own. Readers who disagree with the wiki's synthesis or opinion are invited to consult the cited raw sources directly. The wiki's value lies in navigation and synthesis of the public record; its authority terminates at the cited source.

Corrections supported by primary documentary evidence are welcome at
[email protected]. The wiki is a compiled artifact; if a wiki page conflicts with a raw source, the raw source wins and the wiki page gets corrected.
## Provenance
The wiki is built exclusively from Arkansas state-agency FOIA productions plus the Arkansas Securities Department's FOIA-produced FINRA Web CRD records dump on the Development Corporation for Israel. There are no commercially-licensed datasets in the corpus, no scraped content, no third-party-database queries, and no Drive-shared files with terms of use other than the FOIA-response OneDrive transmittals through which the underlying productions arrived. Board-meeting audio recordings produced in FOIA are transcribed locally with an offline faster-whisper transcription tool; the transcripts are derivative compilations of the FOIA-produced public-record audio.
