The four remaining sub-batches comprise 80 files across the Melissa Corrigan custodian mailbox (47 files), the [email protected] shared mailbox (25 files), scanned physical correspondence (4 files), and Brady's text-message captures (4 files). Together they close the documentary perimeter of the 6-25-25 production. Two structural findings frame the batch. First, the Melissa Corrigan custodian production establishes that Corrigan is **Chief of Staff** to Auditor Milligan, not the "Auditor's-office staff" framing the wiki carried prior to this ingest. Her email signature in the 12/20/2024 SFOF Communications Survey thread states the title directly. The wiki's prior entity stub at [[melissa-corrigan]] has been rewritten accordingly. Second, the physical-correspondence and text-message sub-batches surface a non-email channel of evidence the four prior email custodians do not capture: handwritten thank-you cards on DCI letterhead from Brad Young to Milligan, iPhone iMessage screenshots between Brady and four other figures, and spiral-planner pages from Spadoni. This non-email channel documents Treasury coordination on Election Day 2024 (six months earlier than any documented Thurston-DCI contact in the wiki), citizen-letter routing through the Auditor's-office shared mailbox, and the day-to-day text-message coordination among Auditor's-office senior staff that the formal email custodians filter out. ## Sub-batch 1: Melissa Corrigan custodian (47 files) The Corrigan production is overwhelmingly SFOF mass-distribution material: 17 SFOF Spring National Meeting logistics items (room block reminders, keynote announcements, registration confirmations, trip information, reimbursement policy), 5 SFOF newsletter and Constant Contact mass-distribution items (the 11/4/2024 Pre-Election Update featuring the Stacy Garrity Israel Bonds case study, "SFOF Wins BIG in Pivotal Election", "100 Days In: How Trump Is Rewriting the Rules of Financial Freedom", "DEI and Agenda 2030 Destroying America!", "🇺🇸 Protecting American Investors"), 3 Prospr Aligned mailmerge items (the Launching Prospr Aligned press release plus a New Developments update plus the 4/18/2025 SFOF Spring panel announcement), the Schwend introduction, the SFOF Wall PROJECT_PROPOSAL Dropbox share, an SFOF Bulletin, and the SFOF Breaking News 22-State-Officials sign-on letter announcement. Each of these matches an established template documented at [[dci-promotional-pipeline]], [[sfof-state-financial-officer-network]], or [[sfof-policy-letter-operation]]; they cross-confirm the documented mass-distribution patterns now also reaching the Auditor's-office Chief of Staff. The five substantively novel files concentrate in two narrow categories. First, the SFOF Communications Survey thread of 12/20/2024 documents the SFOF Communications-Specialist outreach channel (separate from the OJ Oleka / Adam Slayton policy and operations channels already documented). On 12/20/2024 at 9:37 AM SFOF Communications Specialist Ryan Chavers ([email protected]) emailed CEO Dr. OJ Oleka a survey questionnaire. Within thirty minutes the email had reached Melissa Corrigan's Auditor's-office inbox; at 10:07 AM Corrigan forwarded it to Stacy Peterson asking "Did you get the email below?" At 10:11 AM Peterson replied "Nope. Do you want me to respond?" Two findings follow. Peterson, the Auditor's-office Director of Communications, was not on SFOF Communications-Specialist direct distribution as of late December 2024; the wiki's framing of Peterson as having "worked with SFOF for several years on behalf of" Milligan ([[stacy-peterson]] page citation) describes her operational relationship with SFOF leadership but does not place her on the routine Communications-Specialist distribution. Corrigan as Chief of Staff received the survey first and routed it down to Peterson. The Corrigan-Peterson chain is the documentary evidence for the office's senior-leadership operating structure: SFOF Communications work reaches the Chief of Staff first, who delegates to the Director of Communications. Corrigan's Sent-Items confirms she forwarded the survey to Peterson; the survey itself is the SFOF Communications Questionnaire link. Second, the 6/3/2025 Wickline coverage of the 6/2 ATRS vote ("Retirement system trustees OK contract to invest in Israel bonds") landed in Corrigan's Inbox via the Arkansas Democrat-Gazette newsletter feed to [email protected]. This is the post-vote public-reporting confirmation. The article landed in Corrigan's mailbox (via the shared auditor@ feed) and she did not delete it. The wiki's documented arc of Wickline's APERS reporting (5/15/2025 NWA Democrat-Gazette story) and ATRS reporting (6/3/2025 Democrat-Gazette story) is cross-confirmed by Corrigan's inbox copy. Two Deleted-Items entries are substantively significant beyond the cross-confirmation arc. The 6/4/2025 Terry Hansen "Anti-Palestinianism in American politics" letter (see [[terry-hansen]]) landed in the Auditor's-office shared inbox via Hansen's multi-government distribution (six Governor's-office addresses, nine Little Rock municipal addresses, the AG office, [email protected], ACIC, and asklabor). Corrigan received it via the shared-mailbox routing and deleted it. The letter is a substantive moral critique of anti-Palestinian rhetoric by Trump, Huckabee (incoming Ambassador to Israel), Brian Mast, Randy Fine, and Martin Oliner, with explicit references to CAIR, the Leahy Law, the murder of six-year-old Wadea Al-Fayoume in Chicago, the killing of Arkansas-based pediatrician Dr. Ahmad Yousef's Gaza patients, and the bombing of Gaza hospitals. The letter reached the Auditor's office two days after the 6/2 ATRS Board vote. Whether the office routed it elsewhere, acknowledged it, or replied is not documented in this batch; the disposition was deletion in Corrigan's mailbox view. The 5/18/2025 Arkansas Democrat-Gazette Morning News Update article "Arkansas legislators disclose payments received for trips" (Deleted-Items) documents two new findings about Israel Bonds adjacencies in the Arkansas legislature. Senate President Pro Tempore Bart Hester disclosed in May 2025 that "the Consulate General of Israel in Houston paid $6,500 of his expenses for an educational trip to Israel in December" 2024. The four Mike Huckabee Ambassador news clippings in Deleted-Items (announcing Trump's nomination of Huckabee as Ambassador to Israel) plus the BREAKING Trump picks former Gov clipping are a political news cluster tangential to the core investigation but contextually relevant to the [[october-2024-israel-solidarity-operation]] framing and to the Christian-Zionist legislative environment. The remaining Inbox SFOF-themed items and the 1 Calendar SFOF Spring National Meeting invite cross-confirm Corrigan's documented attendance at the four-person Auditor's-office SFOF Spring delegation (Milligan, Brady, Spadoni, Corrigan). The 1 Sent-Items SFOF Spring Meeting acceptance, the 1 Sent-Items FW Thank you SFOF registration confirmation, and the 1 Sent-Items FW Quick Communications Survey (Corrigan's forward to Peterson) constitute her active outbound footprint in this production. The AG ballot-wording article in the Inbox is unrelated to Israel Bonds and not ingested. ## Sub-batch 2: [email protected] shared mailbox (25 files) The shared-mailbox production has three structural components. The Inbox contains 5 files, all Israel-Bonds-related and substantive. The Deleted-Items folder contains 2 files. The Calendar contains 1 top-level item plus 17 items in a Dennis-Milligan subfolder that exactly mirror Milligan's own custodian Calendar already ingested in [[auditor-foia-r2-milligan]] chunk 2. No Sent-Items folder appears in the production, which is a possible gap. The Inbox files capture three substantive content threads. The first is the 10/23/2024 Brady seed outreach to Fecher and White on Israel Bonds, in three cross-custodian copies: "Israel bonds.pdf" (Brady's 3:39 PM seed email; cross-confirms the version in Brady's own R1 custodian production at [[auditor-foia-r1-brady]] and in ATRS staff emails at [[atrs-foia-r1-staff-emails]]), "RE Israel bonds.pdf" (Amy Fecher's same-day 3:58 PM reply at 19 minutes after Brady's seed; this is a previously-undocumented Fecher response, complementing the Mark White reply documented earlier), and the Deleted-Items "Re [EXTERNAL] RE Israel bonds.pdf" (Mark White's 5:03 PM reply, archived in the auditor@ Deleted-Items folder rather than retained in the Inbox). The auditor@ shared-mailbox vantage thus documents an archival pattern: Fecher's first reply retained in Inbox; White's later same-thread reply moved to Deleted-Items. Why the office retained one and not the other is not knowable from the metadata alone. The second Inbox content thread is the 12/17/2024 7:26 AM Brad Young direct outreach. The email's metadata shows it was sent To: Auditor Dennis Milligan (the [email protected] address), but the body greeting is "Jason." Brad Young either typed Milligan's address by error when intending to email Brady, or the office's contact list maps "Auditor Dennis Milligan" to a delivery path that includes Brady, or the wiki's prior framing of an analogous 12/16 Young-to-Brady email at [[auditor-foia-r2-jbrady]] is a separate file (Brady's mailbox copy). The substantive content is "I wanted to ask if there was a good mailing address for you?" Young was collecting Milligan's mailing address in mid-December 2024 to send physical correspondence. The handwritten DCI-letterhead thank-you card from Brad Young to Milligan (see Sub-batch 3 below) is plausibly what Young sent following this request, since its Christmas/New-Year framing dates it to roughly late December 2024. The third Inbox content thread is the Auditor's-office outbound copy of Stacy Peterson's 10/3/2024 3:48 PM email to Sen. Jason Rapert at [email protected] forwarding the mailed letter to Israeli Ambassador Michael Herzog ("Support for Israel Letter from Auditor Milligan.pdf"). This cross-confirms the documented [[october-2024-israel-solidarity-operation]] from the auditor@ vantage and verifies the operational chain: Peterson handles outbound while Milligan/Spadoni are BCC'd or copied via the shared mailbox. The Calendar top-level item "Isreal Bonds - Private & Exclusive Economic Briefing.pdf" is the Rothenberg briefing invitation (1/15/2025 10:30-11:30 AM Zoom), organized by Wendy Spadoni, with mandatory participants Spadoni, Auditor Dennis Milligan, "DENNIS MILLIGAN," Jason Brady, and a third Milligan duplicate. The Calendar/Dennis-Milligan subfolder (17 PDFs) exactly mirrors the 17 calendar items already ingested from Milligan's own custodian Calendar in chunk 2 of [[auditor-foia-r2-milligan]]: 13 SFOF Policy/National Policy Zoom invites at the biweekly Wed 12 PM ET cadence; the 4/15 Berman/Hudson Capitol tour meeting; the SFOF Spring National Meeting; the 4/16 Record Video for SFOF session in Kurt Underwood's office; the Treasurer's Zoom Meeting. The shared-mailbox access to Milligan's calendar adds no new content; it confirms that the auditor@ alias has shared calendar access to Milligan's own appointments, consistent with the office's centralized administration through Corrigan and Spadoni. ## Sub-batch 3: Notes and physical correspondence (4 files) Four scanned items with FOIA-applied redactions, three from spiral-planner pages and one yellow-legal-pad note. The substantive content concentrates in Spadoni's planner pages on the November 5, 2024 Election Day Berman trip and the April 14-15, 2025 Capitol tour, plus Brad Young's December 2024 thank-you card to Milligan on DCI letterhead. The Brad Young card ("scan_Redacted - undated card to Dennis.pdf") is on DCI letterhead with the Israel Bonds wave logo, the corporate identifier "DEVELOPMENT CORPORATION FOR ISRAEL MEMBER FINRA," and the signed return block "Brad Young, Executive Director, [email protected], 404.817.0617." The handwritten body, addressed "Dennis," thanks Milligan for "warm and wonderful hospitality during Larry and my trip to Little Rock" (i.e., the Nov 5 2024 Election Day trip) and the "meetings you helped arrange for us were Israel productive and will hopefully lead to some Israel Bonds sales." Young adds "We will keep you posted," establishing the ongoing-reporting pattern between DCI Southeast Regional and the Auditor's office. The personal-relationship framing is explicit: "your support and passion for Israel and Israel Bonds is second to none. I am very thankful and fortunate that we have friends like you. It is critical to our success and to Israel's future." The closing "Wishing you and yours a very Merry Christmas and a joyful and prosperous New Year. Until next time (hopefully soon)" dates the card to roughly December 2024 and explicitly anticipates the next trip (which becomes the April 14-15 Capitol tour). The card is the most direct documentary evidence in the wiki of DCI senior staff personally cultivating Milligan as a relationship-driven institutional sales target, layered onto the email-channel evidence at [[dci-promotional-pipeline]]. The 3/31/25 Wendy Spadoni planner page ("scan_Redacted - 3-31-25 - note from Wendy.pdf") is a spiral planner dated 3/31/2025 with the visible note "Larry Berman Trip / 12th 14th or 15th." This documents Spadoni's pre-tour scheduling work as of 3/31/2025, two weeks before the trip occurred. The "12th, 14th or 15th" notation indicates Spadoni was considering three candidate days; the final schedule used the 14th and 15th. The note is the earliest documented Spadoni-side scheduling fragment for the April Capitol tour. The undated Wendy Spadoni planner page ("scan_Redacted - undated - note from Wendy.pdf") is a spiral planner showing a green sticky note with visible text "Larry Berman / Jason / Amy Fetcher APERS / Nov. 5th 1:30-2:30 / Thomas / Mark White ARTRS / Nov. 5th 10-11:00." This documents Spadoni's planning of the November 5, 2024 Election Day Berman trip with two confirmed pension meetings: Amy Fecher (APERS) at 1:30-2:30 PM and Mark White (ATRS) at 10:00-11:00 AM. "Thomas" appears next to the Mark White line without further attribution. The November 5 schedule cross-confirms Brady's 10/28/2024 text to Kenneth Burleson (see Sub-batch 4) with the same pension schedule. The Jason Brady undated yellow-legal-pad note ("scan_Redacted - undated note from jason.pdf") is heavily redacted with FOIA-applied black bars covering most of the page. Legible fragments include "SBF - Wed - 18" (State Board of Finance, Wednesday the 18th, identifying month unclear), "Israel Bonds [Trust?]" with what appears to be "Trust" partially obscured, "GAA / Color" notations in the left margin, "10 ATRS / 1175 ootlms" (Brady's ATRS 10 AM Election Day meeting, the "1175 ootlms" possibly meaning "1175 outlooks" or a different abbreviation), "130 APERS" (APERS 1:30 PM, matching the Spadoni note), and "? John Thurston 230 / 905" (Thurston 2:30 PM with possibly a 9:05 alternative). This is Brady's pre-trip planning note for the November 5, 2024 Election Day Berman trip. The schedule fragments cross-confirm both the Spadoni planner page (Nov 5 pension schedule) and Brady's 10/28/2024 text to Burleson (asking if Thurston could do a five-minute hello on Nov 5). The heavy redaction obscures additional planning detail not knowable from the visible fragments. The redaction basis is not specified in the production cover letter. ## Sub-batch 4: Text Messages (4 files) Four iPhone iMessage screenshots collected from Brady's phone as part of the FOIA response. The filename dates (2025-06-24, except "From Jason to Wendy.pdf" which is undated) are the FOIA collection dates, not the message dates; the message dates appear in the iMessage timestamp headers. Three of the four conversations are with Auditor's-office staff (Spadoni, Corrigan, Peterson); the fourth is with Kenneth Burleson at the Treasurer's office. The Brady-Burleson text ("JB to KB 2025-06-24.pdf") is the most substantively novel item in the entire 80-file batch. Brady to Kenneth ("KB," confirmed as Treasury Deputy Kenneth Burleson per the iMessage contact display showing "Kenneth"), Mon, Oct 28, 2024 at 11:29 AM. Two consecutive messages. The first: "Hey - Larry Berman and a regional team member with Israel Bonds is in town Tuesday Nov 5 - yes Election Day. I'm setting up meetings with apers and ATRS for them. The Auditor is asking is there anyway the Secretary could do a five minute hello / handshake and photo visit - and then if you and Bill could give him 30 minutes. More of a get to know than anything. We are aware the timing isn't ideal." The second: "I have 10 with ATRS and 1:30 with apers by the way - it can be later in the day if necessary." Two findings follow. This is the first documented Auditor's-office coordination with the Treasurer's office on the DCI delegation: Brady asked Burleson (Treasury Deputy) to set up a five-minute Thurston ("the Secretary") hello-handshake-photo, plus a substantive 30-minute meeting with Burleson and Bill Huffman (Treasury Chief Deputy). The request is dated 10/28/2024, five days after Brady's seed email to ATRS and APERS, and is six months before the documented 4/15/2025 11:30 AM Thurston-Berman Capitol office meeting in [[auditor-multi-official-capitol-tour]]. Whether Thurston conducted the 5-minute photo or Burleson/Huffman gave the 30 minutes on November 5 is not knowable from the text; only the request is documented. The 10 AM ATRS and 1:30 PM APERS schedule cross-confirms both the Spadoni planner page (Sub-batch 3) and Brady's redacted legal-pad note. See [[kenneth-burleson]] and [[bill-huffman]] entity pages. The Brady-Spadoni text ("From Jason to Wendy.pdf") captures Brady's mid-May 2025 delegation to Spadoni of a follow-up email to Sen. Jim Dotson. The visible Brady message: "Please send this email to she Senator from the dm account- edit away but keep it short please. Thank you / Sen Dotson / Just following up in hopes of securing maybe 15 minutes max with you on either Monday or Tuesday to introduce and quickly visit with representatives of Israel Bonds. I know I am asking for time on their behalf and the state of Israel during the busiest time of the session, your consideration is greatly appreciated. DM". A second screenshot dated Fri May 16 at 5:57 AM forwards the Wickline NWA Democrat-Gazette APERS Israel Bonds story headline. Brady ghost-wrote the Dotson follow-up letter with the signature line "DM" (Dennis Milligan), and instructed Spadoni to send it from "the dm account" (Milligan's account or AOL personal address). This refines the wiki's documented framing of the Dotson outreach in [[auditor-foia-r1-spadoni]] (where Brady's 4/7/2025 draft letter to Sen. Dotson was documented): the May 2025 follow-up is a second Brady-drafted Dotson outreach, signed in Milligan's voice but transmitted through Spadoni via the dm account, with Brady never appearing on the email-channel record. The first message timestamp is not visible in the screenshot; contextually it is May 2025 during the legislative session push. The Brady-Corrigan text ("JB to MC text 2025-06-24.pdf") captures three exchanges. The first, above the visible portion in fragmentary text, shows "I say yes, count June" (from Corrigan) and Brady's reply "We agree" with a thumbs-up reaction. On Mon, May 19 at 8:08 AM Brady wrote Corrigan: "So wrapping up business so I can enjoy the week, on Friday between apers banking service meetings, and Israel Bond . I got zero time to work on potential merit bonuses. Honestly MC we just need to let Kristina and the management team know we're going to push it back to the next payday, unless you disagree and don't hesitate to give me a call and we'll have a discussion about it. I'm actually in St. Louis with a couple hours of layover so I'm available if you need me." This documents Brady's HR coordination with Corrigan as Chief of Staff: Brady's competing scheduling (APERS banking-service meetings sandwiched with an Israel Bond meeting on a Friday) leaves him no time for merit-bonus work, and he asks Corrigan to inform "Kristina" (Kristina Duke, Assistant Chief of Staff, [[kristina-duke]]) and the management team that merit bonuses get pushed back. The exchange establishes Corrigan's Chief-of-Staff role over Auditor's-office personnel administration and the May 19 scheduling pressure of competing operational priorities. The third exchange is dated Thu, May 29 at 10:19 AM and is a single message from Corrigan to Brady: "Put on your radar, Larry's next contract." Brady replies "Ugh yes." This documents Corrigan as Chief of Staff tracking and flagging "Larry's next contract" to Brady on 5/29/2025, four days before the 6/2 ATRS Board action. The framing "Larry's next contract" implies a follow-on DCI engagement after the Reams arrangement, though what specifically Corrigan was referring to is not documented in the text alone. Brady's "Ugh yes" suggests both an acknowledgment and a workload-burden affect. The exchange establishes that Corrigan was actively tracking Berman's pipeline of Arkansas engagements as part of her Chief of Staff portfolio. The Brady-Peterson text ("JB text to SP 2025-06-24.pdf") captures three messages. Above the visible portion Brady wrote Peterson: "So am I - don't rush - take your time and be safe!" (a social safe-travel exchange). On Thu, May 15 at 1:21 PM Peterson messaged Brady: "$32.1 million after today's check run." Brady replied "Sweet!" The $32.1 million figure is unidentified in the text; possibilities include the daily state-warrants/payroll check run the Auditor's office processes, an Unclaimed Property recovery total, or an Israel-Bonds-related amount. Without additional context the number is uninterpretable as evidence. On Fri, May 16 at 5:57 AM Brady forwarded Peterson the same Wickline NWA Democrat-Gazette APERS Israel Bonds story headline he sent Spadoni.
